Waitakere City Council consists of 39 elected members (a Mayor, Councillors and Community Board members). These people are the primary link between the Council organisation and the community it represents. Councillors make policy for the Council, deciding what activities the Council should be undertaking and how these should be funded.

The Council employs a Chief Executive, who is responsible for putting these policies into operation. The Chief Executive employs approximately 600 staff to implement the Council's policies and provide a wide range of council services.
